A high compression engine say 14 to 1 or better with heads will get there but at around 500 rpm. If it doesn't have to stay 350 inches, just a 350 block then put a 4.00" stroke crank in it.

Those Olds engines were designed to move big cars with tall highway gears. But 46's with stock gearing on a 4x4 is a little much for any engine.
